Christopher L. Winstead, P.E., has been named the district engineer of the ten-county Lynchburg District of the Virginia Department of Transportation (VDOT).

Winstead has 21 years of transportation, engineering and extensive leadership experience with VDOT and Henrico County.  Most recently he has served as the director of the Department of General Services for the County of Henrico where he led teams responsible for facilities management, general government and schools vehicle & equipment fleet, county wide procurement and risk management services and the design/development and construction of capital projects.  Prior to this role, he was the assistant director for the County of Henrico’s Public Works Department, where he led a diverse team of leaders providing road/bridge maintenance, design, traffic engineering, transportation, capital projects and construction functions.   

Winstead previously worked for VDOT in a variety of leadership roles including district construction engineer for Richmond District, Chesterfield resident engineer serving Chesterfield and Powhatan Counties as well as assistant resident engineer in the Sandston Residency serving Henrico, New Kent and Charles City counties.  He has also served as the chair of the Statewide VDOT Resident Engineer’s Committee and as acting VDOT Richmond district administrator and acting VDOT state materials engineer.

As VDOT’s Lynchburg district administrator, Winstead will lead approximately 550 employees serving Amherst, Appomattox, Buckingham, Campbell, Charlotte, Cumberland, Halifax, Nelson, Pittsylvania and Prince Edward counties.  In addition, he will be responsible for delivery of the district’s construction and maintenance programs, as well as associated services.  

A licensed professional engineer, Winstead earned a bachelor's degree in civil engineering from Virginia Tech, completed VDOT’s Executive Leadership Program and is a member of The American Society of Civil Engineers and The Construction Management Association of America.
